Corporate Creations, one of the premier, nationwide providers of registered agent and compliance services, faced a growing operational challenge: manually processing thousands of state-issued government documents for clients across all 50 U.S. states. Avahi designed and delivered an AWS-native intelligent document processing (IDP) solution that automates the extraction of key data fields from annual reports and tax notices using Amazon Textract and Amazon Bedrock. The solution replaced a labor-intensive, multi-minute manual workflow with an automated pipeline that delivers structured JSON outputs, enabling Corporate Creations to scale operations while reducing manual effort and human error.
Corporate Creations, founded in 1993, is the third largest provider of registered agent and compliance services in the United States. The company serves Fortune 1000 companies, Global 2000 companies, Am Law 200 law firms, and private businesses, handling corporate document filing, business formation, compliance management, and registered agent services across all 50 U.S. states. With thousands of clients and a presence in every jurisdiction, Corporate Creations processes a high volume of state-issued documents on behalf of its customers, including annual reports, tax notices, and delinquent filings. The company is headquartered in North Palm Beach, Florida.
Corporate Creations receives a steady stream of government-issued documents from Secretary of State offices across 51 jurisdictions. These documents, including annual reports, delinquent annual reports, and tax notices, contain critical compliance data that must be extracted and entered into the company’s internal systems accurately and promptly. Each document requires staff to scan, manually extract key fields such as jurisdiction, entity name, due date, file number, and filing fee, and enter that data into the system. This process takes an estimated 3 to 4 minutes per document.
With thousands of documents flowing in across all 50 states, this manual process created a significant operational bottleneck. The repetitive nature of the work made it prone to human error, and the time required to process each document limited the team’s ability to scale. Corporate Creations’ CTO had long envisioned automating this workflow through intelligent document processing, estimating that automation could eliminate the majority of manual intervention. The leadership team viewed this change as delivering massive ROI by replacing labor-intensive data entry with scalable, automated extraction.
Corporate Creations selected AWS as the cloud platform for this initiative because AWS offered a comprehensive suite of AI and machine learning services purpose-built for intelligent document processing. Amazon Textract provided the ability to extract text, forms, and tables from PDFs with high accuracy, while Amazon Bedrock offered access to large language models capable of interpreting and structuring extracted content into well-defined data fields. The serverless architecture enabled by AWS Lambda, Amazon SQS, and Amazon S3 allowed the team to build a fully event-driven pipeline that could scale with document volume without requiring infrastructure management.
Additionally, AWS funding support helped remove the cost barrier to entry, allowing Corporate Creations to pursue this initiative with reduced financial risk and move forward on a project the leadership team had been considering for a long time.
Corporate Creations chose Avahi for this engagement based on Avahi’s deep expertise as an AWS consulting partner with proven experience in generative AI and intelligent document processing solutions. Avahi’s team brought specialized knowledge in architecting end-to-end IDP pipelines using Amazon Textract, Amazon Bedrock, and serverless AWS services, which was the exact technology stack required for this project.
Avahi also demonstrated the ability to deliver within a tight timeline. The engagement required a fully functional, tested solution to be built, validated, and handed off within approximately four weeks, including discovery, architecture design, development, iterative testing, and knowledge transfer. Avahi’s structured delivery methodology, with clearly defined phases, weekly sprint demos, and a dedicated project team, gave Corporate Creations confidence that the solution would be delivered on time and to specification.
Avahi designed and built an end-to-end intelligent document processing pipeline using AWS-native services. The solution automates the extraction of structured data from state-issued PDF documents, converting unstructured government filings into clean, machine-readable JSON payloads ready for integration into Corporate Creations’ existing systems.
The pipeline begins when a PDF document is uploaded to an Amazon S3 bucket, which triggers a message to an Amazon SQS queue. A dispatching AWS Lambda function picks up the message, fetches the PDF from S3, and submits it to Amazon Textract for document analysis. Textract extracts raw text content, including text embedded in forms and tables.
Once Textract completes its analysis, the extracted content is stored in S3 and a second Lambda function is triggered. This function sends the preprocessed text, chunked and normalized, to Amazon Bedrock, which uses large language models to identify and extract eight key data fields from each document: filename, jurisdiction, document type, entity name, due date, file number, filing fee, and document date. The LLM prompts are managed through Amazon Bedrock Prompt Manager, allowing Corporate Creations to iterate on extraction logic without modifying application code.
The extracted fields are structured into a JSON payload and published to an output Amazon SQS queue, making the data immediately available for downstream consumption by Corporate Creations’ internal applications. Fields identified with low confidence are flagged for human review, and all processing activity is logged in Amazon CloudWatch for monitoring and error tracking.
The entire infrastructure was codified using Terraform, with modular stacks separating CI/CD configuration, Lambda function deployment, and supporting infrastructure. A Docker-based local development environment was provided for testing, along with a FastAPI endpoint accessible via Postman for validation. The solution was tested across 49 documents spanning 8 states and two document types (annual reports and tax notices), with iterative prompt refinement across three testing rounds achieving successful extraction with no correctness errors in the final validation cycle.
Avahi delivered a fully functional intelligent document processing pipeline within approximately four weeks, enabling Corporate Creations to automate what had previously been a manual, labor-intensive workflow. The solution was validated against 49 documents across 8 U.S. states and two document types, with the final testing round producing structured JSON output with no correctness errors. The engineering team confirmed that all test documents were processed successfully, noting: “All the PDFs succeeded, all of them. The Bedrock returned the output perfectly for each of them.” The pipeline was designed to integrate directly into Corporate Creations’ existing workflow and is architecturally extensible to all 51 jurisdictions the company serves.
Corporate Creations’ CTO rated the engagement a 5 out of 5 across all evaluation categories, including project progress, technical expertise, project management, and overall experience, stating: “Did a nice job, keep me updated, exactly what I asked for.”
